KDE low fat settings package removed from Kubuntu 13.10

Only today I found out, that low fat settings package was removed from repos for Kubuntu 13.10:
vic@vic-UX32VD ~/vic $ sudo apt-get install kubuntu-low-fat-settings

E: Unable to locate package kubuntu-low-fat-settings

Googling for "kubuntu low fat settings 13.10 package removed" did not reveal any related announcements or blog posts.

The only information  I found it this note in a changelog:
Remove kubuntu-settings-low-fat as requested by Martin Graesslin  numerous times.
Also I found a blog post in Italian mentioning:
Apparently Kubuntu Low Fat Settings will no longer be available, in the new Kubuntu 13:10 Saucy the tool is already not available and probably will not be integrated in future releases.
